Internally displaced persons in Ukraine have received the opportunity to apply for housing subsidies at their actual place of residence, even if they do not have a housing lease agreement. This was announced by Pavlo Frolov, Head of the Special Commission of the Verkhovna Rada on IDP Protection, as reported by RBC-Ukraine. The key condition for receiving assistance from the beginning of the heating season is to submit documents by November 30, 2026.

Who is Eligible for the Subsidy and How Need is Calculated

The right to a housing subsidy at the actual place of residence applies to IDPs regardless of where they are officially registered. A lease agreement is not a mandatory document for obtaining assistance. According to basic calculations, families whose housing and communal services expenses exceed 15% of their total income can claim state support. It is this threshold that determines whether a particular family needs additional state assistance to pay for utility services.

What Documents Are Needed and Where They Are Accepted

To apply for a subsidy, an IDP must submit an application and a declaration of family members' income. These documents are accompanied by a passport, RNOCPP (tax ID number), and an IDP status certificate. Applications are accepted through the service centers of the Pension Fund of Ukraine — both in person and by mail — as well as through ASCs (TSNAPs) and authorized community representatives. In addition, the application can be submitted electronically via the PFU web portal or mobile application, as well as through the Diia platform.

Heating Season and Payment Deadlines: What You Need to Know

The heating period for which the subsidy is calculated runs from October 16 to April 15. Heating costs for October are taken into account starting from the 16th, even if the actual heat supply was connected later. The subsidy for October is paid in November. It is fundamentally important that if documents are submitted by November 30, the subsidy will be assigned from the beginning of the heating season, i.e., from October 16. If the application is made after December 1, accruals will be made only from the month of application, and assistance will not be paid for previous periods.

Who Does Not Need to Reapply

Families who were assigned a housing subsidy starting in May do not need to reapply to the Pension Fund — it will be calculated automatically for the heating season. The only exception is recipients of subsidies for the purchase of solid or liquid furnace fuel: they must submit documents anew. This simplifies the procedure for the majority of displaced persons who are already registered as aid recipients.

Context: New IDP Law and Prospects for Increasing Payments

The issue of supporting displaced persons remains at the center of public and legislative attention. On October 22, 2026, a new law on internally displaced persons entered into force, changing the procedure for registering IDPs and approaches to their social support. In parallel, the Verkhovna Rada supported an initiative to increase the amount of living allowances for IDPs starting January 1, 2027. Previously, RBC-Ukraine also explained the cases in which IDP status can be automatically revoked. Thus, applying for a housing subsidy by November 30 becomes not only a practical necessity to receive assistance from the start of the heating season, but also an element of a broader support system that may be revised upward in the coming months.
