In November 2026, internally displaced persons in Ukraine are receiving housing allowances under the current rules, with no changes to the payment amounts. The Cabinet of Ministers previously adopted Resolution No. 1087, extending the IDP assistance program for a new six-month period from September 1, 2026, to February 28, 2027. November accruals fully fit within this timeframe, but only those displaced persons who still meet the program criteria will receive them.

The new six-month period and its framework

Resolution No. 1087, adopted in September 2026, amended the procedure for providing IDP assistance previously approved by Resolution No. 332. The new calculation period started on September 1, 2026, and will end on February 28, 2027. This means that all payments assigned under the program will be made during these six months. For displaced persons whose applications are reviewed in November, this is a confirmed period of assistance validity, and additional applications for renewal within the current cycle are not required.

Automatic renewal: who does not need to reapply

A key innovation of Resolution No. 1087 is the automatic payment renewal mechanism. Displaced persons who were receiving assistance as of August 31, 2026, and still eligible for it, are not required to reapply to the Pension Fund simply because the previous six-month period has expired. Payments are resumed automatically. Separately, the government regulated the situation regarding children from IDP families who were granted assistance without taking parental income into account: for them, payments for the new period also continue automatically.

Criteria for assignment and allowance amounts

When reviewing an application, the Pension Fund checks whether the family meets the program criteria. For most adult recipients, income remains the key factor: in 2026, the average monthly income per family member must not exceed 10,380 hryvnias. The amount of the allowance itself has not changed in the current period: children and persons with disabilities receive 3,000 hryvnias monthly, while other recipients receive 2,000 hryvnias. Funds are accrued for each family member who meets the program conditions. If the payment has not resumed automatically or the family's circumstances have changed, displaced persons are advised to contact the Pension Fund to clarify the reason.

New IDP law and updated registration system

On October 22, 2026, a new law on internally displaced persons came into force, updating the IDP registration system and approaches to their state support. Clarifications on the introduced changes were provided by the Ministry of Social Policy and the Ministry for Communities Development. The document sets a new framework for interaction between displaced persons and state authorities and defines the procedure for confirming status throughout the entire duration of the program.

Prospects: potential increase in payments starting in 2027

The Budget Committee of the Verkhovna Rada supported the government's instruction to work on increasing IDP payments starting January 1, 2027. If the relevant proposals are adopted, the allowance for children and persons with disabilities will increase to 4,000 hryvnias per month, and for other displaced persons to 3,000 hryvnias. Thus, if the initiative is implemented, displaced persons receiving assistance within the period up to February 28, 2027, can expect increased payments starting from the next calendar year.
