Acting First Deputy Head of the Kyiv City State Administration (KCSA) Petro Panteleev announced that the city's infrastructure, including combined heat and power plants (CHPs), is ready for launch, although the actual start date for heat supply remains flexible.

Factors Determining the Start of the Heating Season

The decision to start the heating season in the capital is based on a comprehensive analysis of several factors. The key indicator is the average daily air temperature: according to regulations, heating is turned on if it stays below +8°C for three consecutive days. In addition to meteorological data, city authorities consider the need to save energy resources, particularly natural gas, and the current security situation under wartime conditions.

Priorities for Heat Distribution

Petro Panteleev emphasized that the connection process would be carried out in stages. Social sector facilities, including hospitals, clinics, schools, and kindergartens, will be the first to receive heat. Only after ensuring full supply for social institutions will heating be provided to the residential sector. Capital authorities are focusing on the protection of critical infrastructure as a key aspect of preparing for the 2026/27 winter.

Panteleev also noted that the KCSA is ready to quickly adjust public transport operations depending on the situation, having sufficient reserves of rolling stock.
