ExPro expert Mikhail Svishcho stated that a controlled export of part of Ukraine's gas would provide producing companies with foreign-currency revenue for restoring facilities and reviving the domestic market.

Zelensky approved comprehensive regional resilience plans and introduced personal liability for officials over winter preparation. Klichko was separately warned of personal liability for the 2026/2027 heating season in Kyiv.

Experts from ICC Ukraine and the Razumkov Centre believe that the controlled export of part of domestic gas will give producing companies the funds to recover after attacks and carry out new drilling, provided the domestic market is fully supplied.

Shmygal stated that Ukraine has accumulated 14.6 billion cubic meters of gas in UGS, reaching the target fill level a month ahead of plan. The reserves are sufficient for the baseline scenario of the 2026/2027 winter.

DTEK stated that Ukraine’s integration into the EU energy market strengthens Europe’s energy security, while Ukraine’s experience of operating under crisis conditions becomes a competitive advantage for the entire continent.

At the Sixth Summit of First Ladies and Gentlemen, Zelensky called on Europe to build an "architecture of resilience" against Russia's multi-vector pressure and reported that the Freyja project has moved to the stage of working with manufacturers.

Deputy Prime Minister and Minister of Energy Denys Shmyhal stated that Ukraine is preparing its power grid for a difficult winter: new shelters have been built, recovery times shortened, and nearly 6,000 tons of equipment dispatched from hubs.
