European Union Ambassador to Ukraine Katarina Maternova stated that Ukraine must successfully endure the upcoming winter period, and the EU continues to provide comprehensive financial, energy, and military support. The diplomat shared this in an exclusive column, emphasizing the inseparable link between Europe's security and Ukraine's in the face of Russian aggression.
Sanctions and Economic Pressure as Deterrence Tools
The European Union has consistently implemented sanction packages against the Russian Federation to limit its financial capacity to wage war and procure military technologies. According to Maternova, the main goal of these restrictions is not punishment for its own sake, but changing Moscow's strategic calculations. A similar logic, in the diplomat's view, should apply to the negotiation process, where sustainable peace requires strict accountability for violations of agreements.
Financial and Military Assistance under the Ukraine Support Loan
The determination of European partners is confirmed by practical steps: on October 14, the European Commission disbursed another 2.86 billion euros under the large-scale Ukraine Support Loan program totaling 90 billion euros. Of this amount, 60 billion euros are directed directly to defense needs, including the supply of drones, air defense systems, missiles, radars, and ammunition. The remaining funds are reserved to support Ukraine's state budget for the 2026-2027 period.
Energy Security and Preparation for the Heating Season
In addition to military aid, Brussels is aware of the scale of hybrid threats, including cyberattacks, sabotage, and strikes on critical infrastructure. To counter these challenges, the EU has mobilized a special winter preparation package of nearly 1 billion euros, which includes critical energy equipment and generators. Furthermore, synchronizing Ukraine with the European power grid helps maintain stable electricity supplies amid constant shelling.
Use of Frozen Assets and Search for Additional Funds
The European Union is actively utilizing revenues from frozen Russian sovereign assets to finance Ukrainian needs, adhering to the principle of the aggressor's financial responsibility for the damage caused. Meanwhile, Brussels continues its search for an additional 70 billion euros for 2027 due to escalating strikes, although these discussions face complexities within the community and the stance of individual countries.
Strategic Importance of European Support for Ukraine
The large-scale assistance from the European Union is critical for Ukraine's survival and the strengthening of its defense potential in a protracted conflict. Consistent funding for the army, restoration of the energy system, and pressure on the aggressor form the foundation for the long-term stability of all European security.
