Essence of the government resolution
The Cabinet of Ministers of Ukraine has adopted a resolution on further state support for internally displaced persons (IDPs). The document extends the housing assistance mechanism: IDPs who meet the established criteria will be able to receive the benefit for one additional six-month period. The key quantitative change concerns the maximum duration of support — if previously assistance was provided for no more than five six-month periods, the maximum number has now been increased to six. Thus, the state is committing to a longer horizon of support for displaced persons, while maintaining the link between payments and the family's actual socio-economic situation.
Criteria and assessment of family income
The right to an extension of payments is not automatic for all categories of recipients: it depends on compliance with the current criteria. In particular, the rules provide for an assessment of the average monthly aggregate income per recipient in the family. This means that with each extension, the Pension Fund of Ukraine checks whether the family's financial situation has changed in a way that is incompatible with the right to the benefit. This approach helps preserve the targeted nature of the assistance and direct resources to the most vulnerable households.
Automatic extension for children
A separate provision of the resolution regulates the mechanism for extending assistance to children who are part of an IDP family and are entitled to payments. For them, assistance for the next six-month period will continue automatically, without the need to reapply to the Pension Fund. This change reduces the administrative burden on families with children and eliminates the risk of a "gap" in payments due to a missed application deadline.
Appealing decisions and the bill on students under 23
The resolution also clarifies the procedure for appealing decisions of the Pension Fund of Ukraine; as intended by its authors, the changes bring this mechanism into line with the requirements of current legislation. In parallel, a bill has been registered in the Verkhovna Rada that proposes to guarantee a monthly housing benefit for IDPs under the age of 23 who are receiving education. It is important to note that this is a separate legislative initiative, not part of the already adopted Cabinet of Ministers resolution.
Payment of funds and grounds for refusal
In practice, housing funds are transferred twice a month — on the 15th and the 28th — and a short delay usually does not mean the loss of the right to the benefit. At the same time, the Pension Fund of Ukraine previously listed seven grounds on which displaced persons may be deprived of the monthly assistance — among them significant purchases, holding a large deposit, or prolonged stay abroad. These criteria remain a relevant guideline for recipients when planning their financial decisions.
Contradictory data
On the quantitative parameters (increasing the maximum number of periods from five to six, automatic extension for children), the sources presented are consistent and contain no discrepancies in figures or dates.
