In recent months, the Pension Fund of Ukraine (PFSU) has been recording a growing number of inquiries from citizens who see a record of an approved housing subsidy in their personal account, yet not a single cent arrives in their bank account. The benefit amount is displayed as 0.00 UAH. According to data cited by RBC-Ukraine from an official statement by the Pension Fund, this situation is not a system error and does not indicate a refusal of state assistance. It is a standard result of the mathematical calculation prescribed by current legislation.
How the housing subsidy amount is calculated
Under the current procedure, the housing subsidy amount is determined as the difference between the cost of housing and utility services within the established social norms and the so-called mandatory payment of the household. The mandatory payment is calculated individually for each family and depends, among other things, on the total household income per person. The higher the income per family member, the larger the share of utility expenses the state considers “mandatory” for the household to cover on its own, and the less remains for the subsidy.
Why 0.00 UAH may be displayed in the personal account
If, as a result of the calculation, the cost of utility services within the social norms does not exceed the amount of the mandatory payment, the subsidy amount is 0.00 UAH. This rule is explicitly provided for in paragraph 60 of the Regulation on the Procedure for Granting Housing Subsidies. In this case, the system correctly records the fact that the subsidy has been approved — since the citizen formally retains the right to it — however, no actual cash payment is made, because the calculated difference is zero.
A zero subsidy is not a refusal and not a termination of the payment
The PFSU specifically emphasizes: a zero subsidy does not mean a refusal to grant it or a termination of the payment. It is the result of the calculation for a specific calculation period. The situation may change upon the next recalculation — for example, in the event of a decrease in household income, a change in the composition of the family, or an adjustment to the cost of utility services taken into account when determining the subsidy amount. Under such circumstances, the benefit amount may become positive already in the next period.
How to check the amount of the approved subsidy remotely
The Pension Fund notes that information about the approved housing subsidy and its amount can be obtained remotely, without visiting a branch. The data can be checked via the PFSU electronic services web portal, via the “Diia” portal, or via the “Pension Fund” mobile application. The relevant section displays the approval status, the calculation period, and the final amount, where a value of 0.00 UAH in this context is standard rather than an error.
What to do if the payment has not arrived
If the subsidy data shows 0.00 UAH, this does not mean an automatic loss of the right to state assistance. In this case, the PFSU has simply determined that, as a result of the calculation, the subsidy amount for the corresponding period is zero. The citizen does not need to submit a new application or go through the application procedure again: the system will continue to recalculate in the next period taking into account the current data on income and tariffs. At the same time, as RBC-Ukraine previously reported, certain categories of citizens — in particular, those whose income has changed — may be required to submit a new subsidy application, which is also taken into account when planning calculation periods.
