The Pension Fund of Ukraine has published detailed explanations regarding the specific types of income taken into account when calculating housing subsidies for the population. The final amount of state assistance, as well as the mandatory monthly payment that the household must make for utilities, depends directly on the accuracy of these figures.
Calculation Procedure and Data Sources
To determine eligibility for state support and its volume, the average monthly aggregate income of the entire household is calculated. The Pension Fund of Ukraine obtains the necessary information through interdepartmental data exchange, particularly from the official registers of the State Tax Service, and also considers information independently declared by citizens when applying for assistance.
Accounting for Alimony and Rules for Pensioners
Special attention is paid by experts to the issue of alimony. Starting from April 1, 2025, received payments are mandatorily included in the calculation of the family's aggregate income. At the same time, the amounts of alimony paid independently by a citizen are not deducted from their income, provided there is documentary confirmation of the actual payment.
Time Periods for Income Assessment
The period for which citizens' incomes are analyzed directly depends on the starting date of payments. If state assistance is granted before the start of the non-heating season, specialized agencies assess financial receipts for the third and fourth quarters of the previous calendar year. If the heating season starts, indicators for the first and second quarters of the current year are taken into account. Special rules apply to pensioners: autumn registration takes the pension payment for August, while spring registration takes March of the current year.
