On August 15, 2026 — on the eve of Ukraine's Independence Day — the Cabinet of Ministers approved a list of citizen categories eligible for one-time financial assistance. These payments are intended to support veterans, persons with disabilities, family members of fallen defenders, and specific categories of internally displaced persons (IDPs). The assistance amount ranges from 450 to 3100 UAH, depending on the recipient's status.
Who and how much: payment details
The largest amount — 3100 UAH — will be received by persons with a Group I disability acquired as a result of the war, as well as citizens with special merits to the Motherland. Persons with a Group II disability are entitled to 2900 UAH, and those with Group III — 2700 UAH. Combatants, injured participants of the Revolution of Dignity, and former prisoners of Nazi concentration camps will receive 1000 UAH each. Family members of deceased veterans and defenders of Ukraine are allocated 650 UAH, while war participants and other categories defined by the resolution will receive 450 UAH.
How to receive the payment: automatic crediting and exceptions
Most citizens, including IDPs, will receive the money automatically — without the need to submit additional applications. However, there are exceptions: if you are not a pensioner, do not receive a housing subsidy or a utility bill discount, and are not serving in the military, you must apply to the Pension Fund of Ukraine (PFU) yourself.
Deadlines and application procedure
An application can be submitted in person at a PFU service center, sent by mail, or filed online via the Fund's electronic services web portal, provided you have a qualified electronic signature. Scanned copies of documents confirming the status that grants the right to payment should be attached to the application. Applications must be submitted by August 24, 2026. If you obtain the qualifying status before this date, but funds have not arrived by October 1, you can contact the PFU again and receive the money by November 1.

Context: new funding mechanisms for IDPs
Earlier in August 2026, Ukraine launched an experimental project for a new mechanism of financing social services for certain categories of IDPs, under which funds will be transferred directly to the recipients' special accounts. Also, starting August 1, some IDPs lost the right to a housing voucher, although a new way to use the voucher as a down payment for a mortgage appeared simultaneously. Despite the adoption of a new law on IDPs, the IDP certificate does not need to be changed yet — the current document remains valid until a certain date. IDPs can take advantage of a tax deduction for housing rent by submitting a tax declaration and confirming their right to the benefit with documents.
