Analyzing Moscow's ambitions, Keith Kellogg noted that the Russian leader is objectively incapable of seizing the entire territory of the Ukrainian state. The Russian army lacks the combat capabilities necessary for a large-scale breakthrough, and its tactics boil down to exhausting strikes on population centers. In addition, the general recalled that the occupation forces were not even able to cross the Dnieper River in most strategic directions.

The American expert paid special attention in his speech to the resilience of the defense forces and the civilian population of Ukraine. In his conviction, Ukrainians demonstrate the highest level of combat capability and do not even consider the scenario of capitulation or voluntary concession of national territories.
