In mid-October, the CEO of the Seoul-based defense startup Newtype Industries, Seonwoo (Joe) Cho, received a notice to suspend the company's operations in Ukraine. According to him, the Ukrainian representative overseeing the cooperation conveyed an "order from above" to terminate all joint testing activities. Cho links this decision to the ongoing diplomatic rift between South Korea and Ukraine, which intensified after President Volodymyr Zelenskyy announced at the UN General Assembly that two North Korean prisoners of war had been handed over to Seoul. However, there has been no official confirmation of a link between the order to halt work and the diplomatic conflict as of the time of publication.

Barbara technology: Voice AI for field artillery

Newtype Industries is developing software called Barbara, which solves two critical field artillery challenges: targeting and communication. As described by Cho, a former officer in the South Korean Army, a soldier speaks a report into a smartphone, and the voice AI converts it into a structured message for the officer in charge of fire control. The system can highlight incorrect coordinates or targets located in civilian areas, but the final decision to engage rests with a human. In August 2026, Newtype was announced as the first Korean defense startup to conduct testing in Ukraine; at that time, President Zelenskyy expressed interest in a drone-related agreement with Seoul.

Diplomatic background: From POWs to Ambassador recall

The diplomatic dispute between Kyiv and Seoul escalated sharply following Zelenskyy's statement at the UN General Assembly regarding the transfer of two North Korean prisoners of war to South Korea. Against this backdrop, the South Korean Ambassador was recalled from Ukraine. South Korean Foreign Minister Cho Tae-yul stated that he does not rule out the severance of diplomatic relations with Ukraine if the escalation continues. Meanwhile, the Ukrainian Foreign Ministry urged a cautious approach to analyzing actual quotes from the South Korean minister and emphasized that there is no talk of breaking diplomatic ties between the countries.

Consequences for joint projects

Following the ambassador's recall, all planned field tests, feedback collection, and negotiations regarding the implementation of Barbara technology were canceled or postponed indefinitely. Newtype has also halted its search for new Ukrainian partners. The company had previously collaborated with two Ukrainian units which, according to Cho, noted that Barbara offers capabilities missing from their current systems. The trials were scheduled to be completed within 2026, but this schedule has been disrupted. "Practically all partnerships and the local network of contacts created by our company have ceased to function," Cho stated.

Prospects for return

At the moment, Newtype has no specific plans or timelines for returning to Ukraine. Cho allows for the possibility of revising the decision in the event of a normalization of bilateral relations, but the company is not yet taking any steps in that direction. Thus, the diplomatic conflict between Kyiv and Seoul has effectively frozen one of the few projects where the Korean defense sector was directly interacting with Ukrainian military structures at the level of applied testing.
