According to Prime Minister Serhii Koretsky on the national telethon, these funds were found through strict internal savings, budget optimization, and the reallocation of public expenditures in favor of the Defense Forces.

Funding Priorities and Monetary Allowance

According to the Prime Minister, all state budget expenditures were divided into strict priority categories. The Prime Minister assured that there will be no issues with the monetary allowance of military personnel, payments to the families of the fallen, and other forms of social support for defenders, and these obligations will be fully covered.

Equipment Supply and Contracts with Manufacturers

The second part of the defense budget concerns the procurement of military equipment, drones, and deep-strike weapons. To solve this task, the government is negotiating with manufacturers to implement flexible schemes: factories continue production, and the state settles payments early next year, providing companies with necessary advances and international guarantees.

Despite optimistic government statements about covering current needs through internal optimization, the expert community and open-source data indicate that a massive deficit persists. Earlier, Prime Minister Koretsky estimated total war expenditures in 2026 at no less than $155 billion, stating that a budget "hole" of $27 billion remains, requiring immediate external coverage and international support.
