Prime Minister of Ukraine Serhii Koretskyi, speaking at the 12th Kyiv International Economic Forum, announced the need to develop a new mobilization and employee reservation model by December 1, 2026. According to the head of government, joint efforts between the state and entrepreneurs should ensure predictability in attracting personnel to the army and reduce social tension.
Finding a Balance Between Economy and Defense
The head of the Ukrainian government characterized the initiative being developed as a "new social contract." According to his design, enterprises can receive reservations for employees provided they assume obligations for the phased and predictable mobilization of part of the personnel. This approach, in the prime minister's opinion, will avoid spontaneous methods of searching for conscripts.
The Prime Minister emphasized that authorities and business need to prepare in advance for a possible escalation of mobilization processes by Russia. Without systematic planning, the state will again have to make unpopular decisions in manual mode, which negatively affects both economic stability and society as a whole.
Changes in the Reservation System for Strategic Industries
Particular attention during the speech was paid to the parameters of personnel reservation in key sectors of the economy. Koretskyi reported that after the updated rules come into force, more than 90–95% of employees in the fuel and energy complex and the military-industrial complex enterprises are guaranteed to receive exemption from conscription.
At the same time, the prime minister pointed out the need for a clear distinction between the concepts of enterprise criticality and economic criteria. Critical infrastructure includes energy, the military-industrial complex, communications, housing and communal services, pharmacies, as well as food production and logistics, whereas previously some companies received this status solely due to salary levels and the absence of tax debt.
Prospects for Dialogue Between Government and Entrepreneurs
The announced changes are designed to streamline the procedure for determining critically important enterprises within the next ten days. The authorities intend to hold a series of meetings with the business community to discuss the details of the new mechanism, which should enter into force before the beginning of December of the current year.
