Ukraine's Cabinet of Ministers has split air raid alerts into levels: during a yellow alert, business can operate without shelters, the metro can run in full, and a curfew from 01:00 to 05:00 will be introduced within a one-week period.

The Cabinet of Ministers of Ukraine is introducing two levels of air raid alert — yellow and red — and is also allowing business to operate where shelters are available. A single application on threats will be created based on «Diiia».

Prime Minister Hordiienko announced that under the yellow alert level, businesses in Ukraine will be able to operate, but the Cabinet of Ministers has given enterprises three months to ensure access to shelters for staff and visitors. The installation of mobile shelters will also be accelerated, and a strict economy of non-military budgetary spending will be introduced.

The combined revenue of 2,073 Ukrainian retailers in the first half of 2026 rose by 18% to 817.14 billion UAH, with ATB-Market taking the lead. 61% of companies remained profitable, but analysts warn: the reports do not account for the consequences of the attacks on logistics.
