On August 13, 2026, the draft program of the new Government of Ukraine was officially presented in Kyiv. The document, which resulted from lengthy consultations between the Cabinet of Ministers and the factions of the parliamentary coalition, sets a new vector for the country's development amidst the ongoing military conflict. Prime Minister Serhiy Koretsky, who previously headed Naftogaz, presented a strategy in which the key pillars are identified as strengthening defense capabilities, accelerating European integration processes, and radical optimization of the state apparatus.
Efficiency and Accountability as New Standards of Power
The new program is based on three fundamental principles: efficiency, operational decision-making, and strict accountability of officials. Serhiy Koretsky stated that the era of bureaucratic inertia must be finally terminated. The draft program stipulates that every minister must report on specific results to parliament and society. According to the Prime Minister, the document was prepared taking into account the proposals of people's deputies; however, the final version will be approved at a Cabinet of Ministers meeting only after considering all remarks made during the coalition meeting of the Verkhovna Rada.
Full Funding for the Army and Resource Mobilization
One of the central points of the program is ensuring full funding for the Armed Forces of Ukraine until the end of 2026. Koretsky admitted that domestic resources are insufficient for this, and the government is actively seeking additional sources. A significant portion of the necessary funds is planned to be attracted from international partners. In the conditions of a protracted war, the issue of logistics and supply is extremely acute, and the government promises to mobilize all available reserves to support the front.
Priority for Business: Protection of Stockpiles
An important aspect of the economic strategy was the decision to protect business assets. The Koretsky government announced the provision of priority access for entrepreneurs to state premises for the dispersal of stockpiles. This measure is designed to minimize the risk of loss of goods and materials in case of an escalation of the situation. The Cabinet of Ministers has already determined specific deadlines by which a list of corresponding objects ready to receive cargo must be prepared and approved.
