Ukraine's largest industrial center has faced unprecedented economic challenges. The city authorities have officially announced a transition to a strict austerity mode and a reduction in the city budget expenditures, postponing the implementation of key development projects. This decision is driven by a sharp drop in tax revenues caused by a massive shutdown of city-forming enterprises and metallurgical plants in the region amid ongoing hostilities and destructive missile strikes by the Russian Federation.

Large-Scale Paralysis of the Industrial Sector

According to an official statement by Oleksandr Vilkul, head of the Kryvyi Rih Defense Council, the situation in the city's economy has reached a critical point. Currently, such flagships of Ukrainian industry as ArcelorMittal Kryvyi Rih, Inhulets and Southern Mining and Processing Plants, and the Kryvyi Rih Iron Ore Plant have completely ceased production. Other enterprises are operating at no more than 25% of their pre-war potential, triggering a chain reaction and downtime for numerous contractors.

Causes of the Collapse and Tragic Consequences

The main catalysts for this deep crisis were systematic shelling of critical infrastructure and a logistical collapse related to the blocking of sea ports for product exports. The situation was aggravated by tragic events in September 2026: after a series of massive ballistic missile strikes and a September 21 attack on ArcelorMittal Kryvyi Rih that claimed the lives of five workers and injured 17 others, company management declared it impossible to safely resume operations.

While the city authorities focus on an immediate transition to budgeting exclusively protected items and the survival of the social sphere, metallurgical representatives insist on the need to create a special international recovery fund. According to industry experts, the infusion of funds from European partners for equipment procurement and emergency repairs could partially mitigate the effects of the attacks, although estimates of the timing for a partial restart vary.

Budgetary Priorities and Future Prospects

Amid a catastrophic budget deficit, Kryvyi Rih's budget for the upcoming 2027 has already been described by management as "very bad." Nevertheless, local authorities assure that despite the cancellation of development programs, every effort will be made to ensure the uninterrupted operation of critical infrastructure, schools, kindergartens, hospitals, and utilities.
