Partial emergency power outages have begun in Kyiv against the backdrop of an attack by the Russian Federation. According to the energy company, emergency outages are being recorded in the Sviatoshynskyi district of the capital, and power engineers are already working to restore electricity supplies as quickly as possible. In other districts of Kyiv, so-called stabilization schedules for electricity restrictions—meaning planned rather than unscheduled limitations—are in effect during this period.

Regular Outage Schedules Suspended

By order of NPC Ukrenergo, emergency power cuts have been introduced in Kyiv and the Kyiv region, during which regular outage schedules do not apply, the company emphasized. DTEK added that further changes in the situation will be reported additionally. As events unfolded, emergency restrictions spread to a number of districts in the Kyiv region, including Buchanskyi, where, as the company noted, regular schedules do not apply until further notice.

Consequences of Shelling: Casualties and Damage

Emergency outages were the result of strikes on energy facilities. It was previously reported that Russia shelled Kyiv: damage was recorded at an infrastructure facility, and a drone hit a multi-story residential building in the Sviatoshynskyi district. According to available data, two people died as a result of the attack, and another was injured. Around 09:00, explosions rang out in the Kyiv region, and an air raid alert was active over the region due to the threat of enemy drones.

Cascading Effects: Water and the Power System

Power supply problems have cascading effects. Due to the difficult situation in the power system caused by the aftermath of Russian shelling, certain regions of Ukraine were previously forced to introduce emergency power outages. In Kyiv, due to power interruptions, water pumping stations were partially de-energized, leading to water supply disruptions on the right bank of the city. Thus, strikes on energy infrastructure affect not only electricity, but also water supply and the operation of other critical systems.

What Is Known About the Scale of Restrictions

The list of districts where emergency outages have been introduced changes as the situation develops, according to various sources: in the capital, restrictions were recorded in the Sviatoshynskyi district, and in the Kyiv region—in the Buchanskyi, Brovarskyi, Vyshhorodskyi, and Boryspilskyi districts; at certain moments, emergency outages were also reported in the Obolonskyi, Podilskyi, Shevchenkivskyi, and Desnianskyi districts of Kyiv. The only confirmed fact remains that after the shelling in Kyiv and the region, emergency outages have indeed been introduced, during which regular schedules do not apply, and power engineers are working to restore electricity supplies.
