The Kyiv City State Administration (Kyiv City Council / KMSA) has approved a new operating procedure for the capital's municipal pharmacies, which is directly tied to the established threat level. According to RBC-Ukraine, citing the KMSA, pharmacies within the structure of the state enterprise "Farmacia" will immediately cease operations when a red danger level is declared, while under a yellow level they will continue to function in normal mode. The new measure takes effect as part of a broader restructuring of business and social facility operating rules under the updated alert system.

Red level: immediate shutdown and evacuation

When a red danger level is established, all pharmacy facilities of the state enterprise "Farmacia" are required to immediately suspend their activities. This means halting both the dispensing of medicines and goods and all production processes that may be carried out on site. All staff and visitors must leave the pharmacy premises and proceed to the nearest shelters or civil defense protective structures. The facility may resume operations only after the official cancellation of the corresponding threat level and provided that the return of staff and visitors is safe.

Yellow level: operations continue

In the event of a yellow threat level being declared, pharmacy facilities and their structural units do not interrupt their activities and continue to serve residents in the usual manner. According to the state enterprise "Farmacia," this decision is aimed at ensuring the availability of medicines for Kyiv residents under a moderate threat, when the risk to life and health is not critical. Thus, the system allows the continuity of medical supply to be maintained where it is permissible from a safety standpoint.

The new pharmacy operating procedure is part of broader changes initiated by the Cabinet of Ministers of Ukraine. The government divided air raid alerts into "yellow" and "red" levels depending on the nature and degree of the threat, while updating the operating rules for businesses and educational institutions. In particular, under a drone threat, enterprises were given the ability, under certain conditions, to continue operating even without their own shelter during a transitional period. This allowed some of the restrictions in place since the start of the full-scale war to be lifted and adapted economic life to the realities of the hybrid threat.

The state enterprise "Farmacia" emphasized that the new operating procedure takes into account the priority of preserving people's lives and health under elevated threat. Kyiv residents are advised that during an air raid alert or the establishment of the corresponding danger level, they should first and foremost take care of their own safety and use the nearest shelters. Purchasing medicines under a yellow level remains possible, however, under a red level it is necessary to immediately leave any commercial or service premises.
