On October 31, 2026, the power supply situation in Kyiv deteriorated significantly: blackouts became more frequent and their duration longer. On Saturday, city authorities and energy operators substantially increased the duration of power outages. According to data announced at the end of the day, some residents of Kyiv may remain without electricity for the better part of the day, and some power queues are allocated up to two hours per day. The duration of the outages depends directly on the specific queue to which the consumer's address is connected.

The cause: Strikes on energy facilities

The main reason for the deteriorating situation is cited as attacks on energy infrastructure. On October 30, strikes were launched against the energy sector across the country, including in Kyiv; a combined heat and power plant (CHP) came under fire in the capital once again. These attacks compounded damage sustained during previous shellings, making the state of the power system even more complex and vulnerable to overloads.

What DTEK says

DTEK notes that power engineers are continuously repairing damaged equipment, and work continues during time windows when the security situation permits. «We understand that the schedules are very tight. Energy workers are doing everything possible, even in such a difficult situation, to keep the system within schedules and avoid resorting to emergency shutdowns,» the company emphasized.

Ministry of Energy explanation: Emergency shutdowns and stabilization schedules

First Deputy Minister of Energy of Ukraine Artem Nekrasov explained that emergency blackouts in Kyiv and part of the Kyiv region were introduced due to a voltage drop in the high-voltage network resulting from equipment damage by shelling. Because of this, the power system cannot transmit electricity through damaged networks, so power limitation schedules for industry and business are being introduced, as well as hourly blackouts for all categories of consumers. According to him, in some regions, such stabilization schedules are in effect throughout the day in amounts of up to three queues; this is a forced measure that helps prevent network overload and protect the system from large-scale accidents. Previously published hourly schedules in the region, he said, are not currently in effect, and a return to the predictable schedule will occur after the situation stabilizes.

What Kyiv residents should do

Since the duration of outages varies depending on the queue, capital residents are advised to check the current schedule that applies specifically to their address and plan their electricity consumption taking into account possible long interruptions in supply.
