Kyiv Prepares for Winter: 82% of Municipal Buildings Have Received Readiness Certificates, and Large-Diameter Heating Networks Are Fully Restored

The Kyiv City State Administration reported on the progress of the capital's preparations for the new heating season. As of September 22, 2026, 82% of residential buildings managed by municipal management companies have already received certificates of readiness for heat supply. This was stated at a briefing by the acting First Deputy Head of the Kyiv City State Administration, Petr Panteleev, who emphasized that issuing these certificates is not a formality but a confirmation of the building's actual technical readiness and the manager's accountability to the residents.

Hydraulic Testing: 2,451 Damages Found, 2,413 Already Eliminated

Hydraulic testing of the heating networks in the city has been fully completed. During the inspections, 2,451 damages were detected, of which 2,413 have already been eliminated. Particular attention was paid to large-diameter pipelines: all 300 damages identified on them have been eliminated, which means the integrity of the key trunk lines — on which heat supply to residential districts depends — has been restored. According to the Kyiv City State Administration, the overall situation is under control, and all municipal services continue to operate in normal mode.

Shelling and Ballistic Attacks Complicate Preparations

A separate issue, according to Panteleev, remains enemy shelling and ballistic attacks, which regularly cause new damages to engineering networks and compromise their integrity. This forces municipal workers to carry out additional inspections and tests, as well as to promptly eliminate fresh damages. "Work is ongoing. Overall, the situation is under control, and all services are working to fully prepare the city for the cold and the heating season," the First Deputy Head of the Kyiv City State Administration emphasized.

Appeal to OSMD, ZHK, and Other Forms of Management

Panteleev separately addressed managers of buildings under other forms of ownership — OSMD (homeowners' associations), ZHK (housing and construction cooperatives), and others — urging them to accelerate the preparation of in-building systems for winter. He stressed that the issuance of readiness certificates must be completed on time, and by the start of the heating season, all remarks from heat-supplying organizations must be eliminated without delay.

Overall Context: 80% of Preparatory Measures Already Completed

Earlier, the Kyiv City State Administration reported that 80% of the measures to prepare for the next heating season have been completed in the capital. This figure covers both the projects of the Kyiv Energy Resilience Plan and the scheduled current repairs and maintenance. Thus, the 82% figure for building readiness certificates and the 80% figure for the overall volume of measures reflect different aspects of the same work: the former records the legal readiness of specific buildings, while the latter reflects the cumulative progress across all areas of infrastructure preparation.
