The Kyiv Defense Council has approved a package of changes that take effect on September 10, 2026. The key innovation, as announced by Mayor Vitali Klitschko, is a one-hour shortening of the curfew: it will now be in force from 01:00 to 05:00 instead of the previous longer time frame. The decision was made on the basis of a Cabinet of Ministers resolution and is aimed at reducing the paralyzing effect of continuous air raids, which, according to city authorities, have become a consequence of the new tactics of Russian attacks — daily salvos of jet-powered drones at the capital and the region during daytime hours.
Public transport and metro: adaptation to threat levels
The schedule for surface public transport will be extended by one hour in line with the new curfew regime. During the night hours, when movement is prohibited, four special bus routes will operate from the Central Railway Station to carry passengers. Underground transport — the metro — is moving to a differentiated operating model: timetables and routes will be adapted depending on the declared threat level. Separate movement schedules and restrictions on bridge crossings have been introduced for car and surface transport. Notifications about the alert level are already available in the "Kyiv Digital" mobile app.
Business, shopping malls and food service: what is allowed and what is prohibited
The Defense Council's decision does not affect the operating hours of food service establishments, entertainment centers and shopping complexes in normal mode. Economic entities of any form of ownership — shopping centers, cafes, restaurants — will be able to continue operating during "yellow" alerts, provided that safety rules are strictly observed and that staff and visitors have access to shelters. At the "yellow" threat level, CNAPs (public service centers) and social institutions continue to function; safety protocols for educational and medical institutions remain unchanged. At the same time, all entertainment and physical culture and sports events in the open air or in premises not equipped with shelters are temporarily banned in the city. Separately, the mayor reminded that the movement of transit oversized vehicles in Kyiv during the curfew has been permitted since September 3.

A significant discrepancy exists regarding the operation of the metro. The Cabinet of Ministers had previously recommended that Kyiv authorities allow full metro operation during "yellow" alerts. However, the city administration decided to only partially implement these recommendations, maintaining a differentiated approach: the metro will operate, but with adjustments to timetables and routes depending on the threat level. Thus, a gap remains between the central government's recommendation and the actual practice at the local level, which may raise questions among passengers who had expected a full restoration of the familiar underground transit regime.

According to Vitali Klitschko, the revision of the rules is driven by the evolution of Russian strike tactics. During the day, the occupiers continuously launch jet-powered drones at Kyiv and the Kyiv region, leading to frequent and prolonged air raids that effectively paralyze city life. Shortening the curfew, flexible transport schedules and a permissive regime for business during "yellow" alerts are intended to reduce the social and economic burden on residents while maintaining the necessary level of safety. All notifications about changes in the threat level are delivered to residents through the "Kyiv Digital" app, allowing them to promptly plan their movements and work.
