In the temporarily occupied territory of the Luhansk region, the Russian occupation authorities have begun negotiating with gas station networks to set a maximum markup on fuel. According to RBC-Ukraine, this was stated by the head of the Luhansk Regional Military Administration, who published a corresponding post. According to him, the invaders are trying to artificially freeze fuel prices until the end of the year, having preliminarily agreed with market participants on the permissible amount of markups.
"Economically Justified" Markups Turn Out to Be Price Freezes
The occupation administration has started signing agreements with gas station networks operating in the territory of the so-called "LNR". Companies have been allowed to set maximum markups on all types of fuel. In public statements, the occupiers claim that prices will be formed based on "economically justified principles." However, as emphasized, this is actually an attempt to artificially freeze the cost of fuel: the amount of markups is agreed upon in advance rather than derived through market mechanisms.
Agreements Designed Until the End of 2026
The agreements being signed are intended to remain in effect until the end of 2026. According to the occupation authorities' calculations, such stabilization will prevent further price changes for a certain period. Thus, instead of market pricing, an administrative markup ceiling is introduced, which, according to the invaders' design, should stabilize the cost of fuel in the occupied territory for the remainder of the year.
Simulating Winter Preparation in Lysychansk
Simultaneously, in occupied Lysychansk, the local occupation authorities are simulating preparation for the winter season. The city has begun digging up damaged sections of heating mains, but there are no signs that pipe replacement has begun. "Not four years ago and not even in the spring of 2026. Just on the eve of the new heating season's start," the administration head noted, pointing out that actual repair work is being delayed until the last moment.
Context: Luhansk Region Fails to Prepare for the Heating Season in Time
It was reported earlier that the occupiers are failing to prepare the Luhansk region for the heating season in time. The combination of these facts — the administrative fixing of fuel prices and delayed repairs of heating networks — indicates that the occupation authorities are trying to contain social tension in the occupied territory through administrative measures without resolving the systemic infrastructure and economic problems of the region.
