Major personnel changes have begun in the Security Service of Ukraine (SBU). President Volodymyr Zelenskyy has signed a series of decrees that alter the leadership structure of the intelligence agency. The changes affect both the central administration in Kyiv and regional structures across the country.
New faces in the center of special operations
One of the key appointments was the appointment of Oleh Fedorov as the head of the SBU's Center for Special Operations "A". This unit is traditionally responsible for conducting the most complex and secret operations, so a change in its leadership always attracts the attention of analysts.
In addition, the leadership of the Personnel Management Department has been updated. This position was taken by Yelena Voronova. The appointment of a new head of the personnel service may signal upcoming internal reforms and a review of the principles of staffing the intelligence agency.
Changes in the regions
The personnel reform was not limited to the capital. The President of Ukraine made decisions to reappoint the heads of territorial SBU departments in several regions. The changes affected the following regions:
- Autonomous Republic of Crimea;
- Zhytomyr region;
- Mykolaiv region;
- Ternopil region;
- Lviv region;
- Cherkasy region;
- Poltava region;
- Sumy region;
- Chernivtsi region.
Each of these appointments is formalized by a separate decree of the head of state. The scale of updates in regional departments speaks of a systematic approach to updating the personnel of the SBU.
Context of events
These events are taking place against the backdrop of the president's active personnel policy. The day before, on July 30, Volodymyr Zelenskyy signed Decree No. 676/2026, appointing Tymur Tkachenko as the head of the Kyiv Regional Military Administration. This indicates that the current period is characterized by active renewal of management personnel in law enforcement agencies and the military administration.
