Melnyk at the UN Security Council: "It's a disgrace that Russia has not been stopped" — Kyiv demands all available Patriots and launches a global coalition for air defense missile production

Ukraine's Permanent Representative to the UN, Andriy Melnyk, delivered a sharp critique of the international body during a UN Security Council session, calling the Council's inability to counter Russia's actions a "disgrace." According to him, to this day the Security Council has not taken effective measures to hold the Russian Federation accountable and prevent what he described as "the daily genocide of the Ukrainian people, unfolding before the eyes of the entire world." Melnyk's remarks came against the backdrop of ongoing massive Russian strikes on Ukrainian territory and sparked widespread resonance in international media.

"Ballistic terror" and the Patriot shortage

The diplomat stated that Russia has deliberately launched a campaign of ballistic missile terror against Ukraine, exploiting the well-known critical shortage of interceptor missiles for air defense systems. "Knowing that Ukraine is facing a critical shortage of air defense interceptor missiles, Putin decided on the most cynical and most brutal campaign of ballistic terror in modern human history, deliberately striking ordinary people across Ukraine," Melnyk emphasized. In this connection, he appealed to partners to transfer to Kyiv all available Patriot missiles, stressing that verbal condemnation cannot stop ballistic missiles.

A "theater of the absurd" and the inaction of the international community

Commenting on the overall picture, Melnyk characterized the situation as "the most terrible and repugnant theater of the absurd in history." He pointed to a paradox: Ukraine is a European state, yet before the eyes of the entire international community the country is being struck daily and every night by drones and ballistic missiles. "And all that the international community seems capable of is convening a UN Security Council session and, at best, condemning the war crimes and crimes against humanity that Russia is committing on a massive scale," the Permanent Representative noted, adding that even the harshest words of condemnation will not stop the force of ballistic missiles.

A global coalition for air defense missile production

A key practical proposal from Melnyk was the announcement that Ukraine is initiating the creation of a global coalition aimed at increasing the production of interceptor missiles for air defense systems. According to the diplomat, this will not only save the lives of Ukraine's citizens today but will also be an important step toward deterring and preventing future missile attacks on a global scale. The speech also mentioned a timeframe of "10 years or more," which presumably refers to the horizon for scaling up production capacity under the initiative.

Context: emergency session and Russia's "stream of lies"

The Security Council session at which Melnyk spoke was initiated by Ukraine in connection with massive Russian attacks. Within the same diplomatic cycle, Melnyk also responded to what he called a "stream of lies" from the Russian delegation, and he cited statistics that, in his words, demonstrate Russia's lag in basic infrastructure indicators.
