Severe power supply restrictions have been introduced in Kyiv, the Kyiv region, and several other regions of Ukraine. The reason is massive damage to high-voltage grid equipment caused by recent infrastructure shellings. Due to the voltage drop in the system, the transmission of necessary electricity volumes is temporarily impossible.
Causes of Emergency Measures in the Power System
According to First Deputy Minister of Energy Artem Nekrasov, the emergency situation forced energy workers to abandon previously announced predictable hourly outage schedules in the capital region. The introduced measures are strictly forced: they are aimed at preventing large-scale technological failures and overloading surviving power grid nodes.
Scale of Restrictions and Affected Regions
The ministry clarified that capacity restrictions affected both the industrial sector and business, as well as household consumers. In a number of regions, outages of up to three queues operate throughout the day. The most difficult situation persists in the Donetsk, Zaporizhzhia, Sumy, Kharkiv, Chernihiv, and Zhytomyr regions, where, in addition to planned restrictions, local power outages are recorded due to ongoing hostilities.

While official representatives of the Ministry of Energy announce the planned introduction of emergency capacity restrictions to stabilize the grid, local distribution system operators (in particular, DTEK) urgently introduce unscheduled emergency outages on the ground that diverge from previously published schedules. There is an information gap between the three queues of outages announced by the Ministry of Energy and the actual lack of electricity with undefined timeframes for the population in a number of areas of Kyiv and other regions.
Prospects for Restoring Electricity Supply
Energy repair crews are working around the clock, but the speed of restoring damaged critical infrastructure facilities directly depends on the current security situation and the possibility of new attacks. The Ministry of Energy emphasizes that a return to predictable and stable hourly outage schedules will be possible immediately after the completion of emergency recovery work and full stabilization of the balance in the national energy system.
