A new mechanism for interaction between the Ministry of Defense and citizens wishing to join the ranks of the Defense Forces has been launched in Ukraine. Now, through the 'Reserve+' mobile app, you can not only submit documents for mobilization but also apply to sign a contract with a fixed term of service. The main advantage of this innovation is a guaranteed deferment from conscription after completing the service.
Three types of contracts for different tasks
According to the Ministry of Defense, the system allows military personnel and potential recruits to choose specific areas of service. The app offers three types of contracts, each with its own features and requirements:
- Infantry-Assault Contract. Intended for combat positions with a high level of risk: infantrymen, assault troops, combat medics, gunners, and mechanics-drivers.
- Combat Contract. Designed for specialists in narrow profiles: EW operators, drone pilots, artillerymen. The term of validity is 24 months.
- Basic Contract. Provides for service in rear positions or in other areas not related to direct combat contact. The term is also 24 months.
Guaranteed deferment: how it is calculated
The key incentive for signing new contracts is a transparent system for calculating deferment from mobilization after the end of the service term. The basic deferment period is six months. However, for many categories of military personnel, this period can be significantly extended.
For those who served before 2022, an accumulative system applies: an additional month of deferment is credited for each full year of previous service.
Special conditions are provided for participants in combat operations:
- For the Infantry-Assault contract: +3 months of deferment for each month of combat mission fulfillment and +6 months for each year of service after 2022.
- For Combat and Basic contracts: +1 month of deferment for every 30 days of combat mission fulfillment.
How to submit an application through the app
The application procedure is maximally simplified. The user only needs to go to the vacancies section, choose the direction of interest, and inform the recruiter about the desire to sign a contract. After this, there is an interview stage, and upon a positive decision, the contract is signed in offline mode.
According to the department, the innovation has already shown its effectiveness: app users have submitted more than 2,000 applications marked with a desire to sign a new contract. For current military personnel, a similar function is available in the 'Army+' app in the 'Services' section.
The Ministry of Defense emphasizes that contract service gives the opportunity to independently choose a unit and position, unlike mobilization, where the direction depends on the needs of the Defense Forces.
