Strike on the Odesa TPP: what is known

On the evening of 31 August 2026, Russian military forces struck the Odesa thermal power plant, which is part of the Naftogaz Group structure. According to the company, the attack was carried out using missiles and unmanned aerial vehicles. As a result of the impacts, the plant's equipment was damaged. The incident became the latest episode in a series of strikes on power-generation facilities, which the occupiers systematically target in southern and central Ukraine.

Condition of equipment and rubble clearance

Naftogaz reported that part of the main and auxiliary equipment of the Odesa TPP has been damaged. Rubble clearance work is ongoing at the site, after which a full assessment of the plant's condition and the scale of the attack's consequences will be carried out. Context: a series of attacks on Naftogaz Group energy facilities

The strike on the Odesa TPP is not an isolated event. It fits into a series of attacks on heat- and power-generation assets owned by the Naftogaz Group. Earlier, on the night of 27 August, Russian military forces again attacked the Kherson TPP of the same group, using four guided aerial bombs at once. Before that, on 26 August, the Kherson TPP was struck by a guided aerial bomb and sustained serious damage. Thus, within a short period, at least two major energy facilities in different regions came under attack.

Kherson TPP: critical destruction over two nights

As a result of the 26 and 27 August attacks, the Kherson TPP, according to Naftogaz's assessment, suffered critical destruction. All remaining heat-generation and power-generation equipment at the plant was completely destroyed and taken out of service. This is fundamentally more severe damage than what is currently being reported for the Odesa TPP, where the issue is damage to part of the equipment and the need for further assessment. The difference in the nature of the damage underscores that the consequences of strikes on the group's facilities are assessed individually and cannot be automatically extrapolated from one enterprise to another.

Significance for the power system and the financial burden on the facility

The damage to the Odesa TPP comes against the backdrop of an existing burden on the facility: according to media reports, the plant previously claimed a debt of over three billion hryvnia from Teplopostachchennya, indicating chronic financial problems at the enterprise. The combination of combat damage and the debt burden heightens the risks to the stability of the region's power supply.
