The Pension Fund of Ukraine strongly recommends that citizens independently monitor the status of their insurance record and accumulated pension rights. One of the main tools for such an audit is the OK-5 certificate, which is generated automatically and contains detailed information about employment history, accrued wages, and the payment of the single social contribution (SSC) broken down by each employer, year, and month.
Main Warning Signs in the OK-5 Certificate
Experts highlight five critical markers in the document that require close attention. The first sign is months without an insurance record, when data on contribution payments is completely missing for a specific reporting period, creating dangerous gaps. The second marker is related to an understated salary from which the SSC was actually paid, as this specific indicator directly affects both the accumulation of the record and the final amount of future payouts.
New Legislative Norms and Unaccounted Periods
The third point concerns situations where an employer formally exists and submits reports, but failed to pay contributions for certain months. Starting August 2, 2026, Law No. 4851-IX of April 9, 2026, entered into force, according to which work periods with accrued but unpaid contributions (at least the minimum amount) are now counted toward the insurance record for granting an old-age pension. However, there is an important nuance here: these months will not be taken into account when calculating the amount of pension payments, and employers retain the full obligation to pay off the debt.
Missing Data and Incomplete Months of Record
The fourth problem is the complete absence of work periods in the OK-5 certificate, which is especially relevant for citizens with a record prior to January 1, 2004, when data began to be recorded in the personalized accounting system. The fifth factor is an incomplete month of record due to paying the SSC in an amount less than required. In this case, the month may not be counted in full, but the deficit can be compensated through voluntary contribution payment mechanisms provided by current legislation.
How to Obtain the OK-5 Certificate Online
To verify their data, citizens need to use official digital services. After logging into the electronic services web portal of the Pension Fund (portal.pfu.gov.ua) using Diia.Signature, a qualified electronic signature (QES), or BankID (ID.GOV.UA), users must navigate to the communications section and submit a request to receive electronic documents, ordering the OK-5 or OK-7 form for a comprehensive analysis of their pension prospects.
