In October 2026, a comprehensive digital system of services to support families with children was launched on the Diia state portal in Ukraine, aimed at eliminating bureaucratic barriers when applying for social benefits. The new ecosystem covers periods from pregnancy to the moment a child enters nursery or kindergarten, allowing parents to apply for financial support in a matter of minutes without visiting government offices. The project is implemented by the Ministry of Digital Transformation together with the Ministry of Social Policy with the support of Swiss partners under the EGAP and East Europe Foundation programs.

Applying for Maternity and Pregnancy Benefits Online

The first block of launched services focuses on women who do not pay the Single Social Contribution (SSC). This includes unemployed mothers, full-time female students, as well as servicewomen, police officers, and State Emergency Service employees. To submit an application via the Diia portal, paper certificates are not required; the main condition is having a valid medical certificate of temporary disability or a document from the closure date of which no more than six months have passed.

Funds are credited to the standard Diia.Card account of the recipients without any MCC code restrictions. This means that female citizens can freely use the received funds for any personal needs without target binding to specific product categories. This approach is designed to simplify the financial adaptation of women during maternity leave and reduce the burden on social services.

Monthly Support for Children Under One Year

The second active tool represents monthly state support for parents during the first year of a child's life. The payment amount is 7000 hryvnias monthly or 10,500 hryvnias in cases involving a child with a disability. An application can be submitted until the last day of the sixth period after the child turns one year old, but payments cover the period from the completion of the medical disability certificate or from January 1, 2026, until the child reaches one year of age.

Unlike pregnancy benefits, these funds are targeted and deposited into a special Child Care sub-account as part of the Diia.Card. They are permitted to be spent exclusively on children's goods, including baby food, clothing, diapers, and hygiene care products. After successful initial verification, the applicant receives a link via email to the second part of the application, which must be signed using Diia.Signature or a file-based QES within 24 hours.

Launching Compensation Under the eNursery Program

In the coming weeks, a third key component of state assistance will appear on the portal — the eNursery service, designed for parents of children aged 1 to 3 years. This tool is intended for families where both parents or a single guardian decide to return to work full-time after completing parental leave. The state commits to monthly compensate 8000 hryvnias for each child or 12,000 hryvnias if the child has a disability status.

The allocated funds are also directed to the special Child Care account on the Diia.Card and can be used to cover expenses for professional care, a nanny, or private nurseries. The ministry emphasizes that for citizens who prefer the traditional method of document submission, the option to submit paper applications through Administrative Service Centers (CNAPs), the Pension Fund, or local community representatives remains available.

Significance of Social Service Digitalization for Ukrainian Families

The introduction of comprehensive digital services in Diia radically changes the format of citizen interaction with state institutions in the social sphere. Transferring processes online minimizes corruption risks, saves parents' time, and redirects state aid directly to end consumers without unnecessary intermediaries. Further development of the platform will allow the integration of new types of family subsidies, making state support as transparent, accessible, and oriented towards the real needs of modern society as possible under current challenges.
