A new public dispute has erupted in Kyiv regarding travel benefits. A petition has been registered on the official website of the Kyiv City Council proposing a radical change to the rules for using public transport for the elderly. The initiative questions the indefinite free travel for pensioners, proposing instead to introduce strict limits on the number of trips.
Why do they want to restrict benefits?
The author of the appeal is Zoya Pavlenko. The text of the petition outlines the position that the current system, which allows pensioners to use transport without limits on the number of trips, is operating under overload. According to the initiator, it is precisely the mass and constant use of benefits by a portion of passengers that creates excessive pressure on the transport infrastructure.
Pavlenko claims that this load directly affects the formation of tariffs. The logic of the proposal is based on a compromise: if a certain limit on free trips is introduced for pensioners, it will allow for a reduction in the cost of travel for the economically active population, which pays for every trip.
Mechanics of considering the initiative
The petition was officially registered on July 21, 2026. According to the regulations of the Kyiv City Council, for the document to be placed on the agenda and considered by deputies, it is necessary to collect 6,000 signatures. 60 days are allotted for this process.
In the event of success, the initiative could lead to a review of the social contract between the city and its elderly residents, as well as a redistribution of budget funds for transport.
Other proposals for transport optimization
The topic of optimizing public transport operations in the capital goes beyond a single initiative. Alongside the issue of benefits, other radical measures to save the budget are being discussed in Kyiv.
Recently, another petition was registered containing a call to reduce the number of rolling stock of municipal enterprises by at least 50%. The authors of this appeal argue that the proposal is necessary to save municipal budget funds.
The third direction of the discussion was the modernization of the payment system. The city is collecting signatures in support of the proposal to introduce a fare calculation based on distance or the number of stops. This is intended to replace the current system, where the fare often does not depend on the length of the route.
