From October 1, the PFU will recalculate housing subsidies for the 2026–2027 heating season: who will get an automatic extension and who will have to file an application

The start of the new heating season is approaching in Ukraine, and the issue of paying for utility services is becoming pressing again for millions of households. The Pension Fund of Ukraine (PFU) has announced that from October 1, 2026, it will recalculate housing subsidies for the 2026–2027 heating season. For most recipients, the benefit for the next heating period will be granted automatically; however, the fund emphasizes that this rule does not apply to everyone, and certain categories of citizens will need to initiate the benefit assignment on their own.

Automatic recalculation and its exceptions

As a general rule, if a household's circumstances have not changed, the subsidy for the new heating period is extended and recalculated automatically — without the recipient's involvement. At the same time, the PFU notes that a number of categories of citizens are required to submit a new application and declaration. The key indicator in such cases is a change in the household composition or other important circumstances over the recent period. Therefore, those whose family composition, property status, or other significant parameters have changed should not rely solely on the automatic extension of the payment: in their case, the benefit may be reviewed or require reprocessing.

How the heating season affects the benefit amount

The start of the heating period itself can change the benefit amount. During the heating season, heating costs are included in the calculation, so the subsidy amount is usually different from what the household received in the summer. The PFU notes that the utility subsidy is calculated separately for the non-heating and heating seasons. It is important, however, not to draw a definitive conclusion: the mere transition to the heating season does not mean an automatic increase in the payment for every recipient. The final amount depends on the household's income, family composition, the cost of utility services, and other circumstances.

What to check before the season begins

Subsidy recipients are advised to ensure, before the start of the heating period, that the PFU holds up-to-date information on the household composition and property status. Particular attention should be paid to large purchases, changes in family composition, the acquisition of property, and other circumstances that may affect the right to the benefit. A mismatch between the data in the fund and the actual circumstances is one of the typical reasons for the review or termination of the payment.

Deadlines and ways to submit an application

If an application is required to assign the subsidy, it can be submitted in person at a PFU service center, by mail, or online through the Pension Fund's electronic services web portal. An important deadline applies to new recipients: if the application is submitted within two months of the start of the heating season, the benefit will be granted from the start of that season, but no earlier than the day the right to it arose. For the 2026–2027 heating season, this refers to October and November 2026. Observing this window allows you to avoid losing the payment for the first months of the heating period.
