The Ministry of Defense of Ukraine has officially announced the resumption of full-fledged operations for processing military service draft deferrals during mobilization within the 'Reserve+' mobile application. This feature was temporarily unavailable due to large-scale technical maintenance carried out in related state systems managed by the Ministry of Social Policy, Family and Unity of Ukraine. Following the completion of all required routine procedures, the digital service is operating normally once again.

Service Resumption and Categories of Citizens

To date, the key area available for online processing in the application is the deferral associated with disability status. The agency emphasizes that introducing digital procedures is designed to significantly relieve the burden on territorial recruitment and social support centers, while sparing citizens from waiting in multi-hour lines at administrative service centers (TsNAP). Notably, the updated rules for operating and extending deferrals came into force back on November 1, 2025, systematically expanding the possibilities for electronic interaction between the state and liable citizens.

Request Submission Algorithm and Data Verification

The application submission procedure has been maximally simplified for users. To successfully send a request, there is no need to scan and upload bulky paper certificates or other supporting documents; the system automatically verifies all required data through inter-agency electronic interaction. Personal identification within the system is traditionally carried out using the secure 'Diia.Signature' tool. Upon completion of the automated check, the user receives a corresponding notification, and updated information regarding the current deferral status is instantly reflected in their electronic military registration document.

Contradictory Data

Despite official statements from the Ministry of Defense regarding the complete restoration of system functionality, reports periodically appear in the information space from users whose deferral status does not update instantly or appears with a delay. While the agency insists on the uninterrupted operation of integration gateways with the Ministry of Social Policy, independent experts and IT specialists note potential local glitches in processing large volumes of requests, recommending that citizens experiencing technical difficulties re-authorize in the system via 'Diia.Signature' or wait for a scheduled database update.

Prospects for Digital Cabinet Development

The 'Reserve+' mobile application, launched in May 2024 following the entry into force of the current mobilization law, has proven to be an effective tool for the digitalization of military registration. Representatives of the Ministry of Defense have repeatedly stated that the list of available digital deferrals will continue to expand in the future, covering new categories of citizens. The development of this service is part of the state's large-scale strategy to create transparent, fast, and convenient digital services that minimize bureaucratic barriers and the human factor.
