The Ministry of Defense of Ukraine has announced a temporary suspension of draft deferral applications related to disabilities in the popular digital application "Reserve+". The restriction affects both the personal disability of conscripts and the similar status of their children or parents. This measure is due to scheduled and large-scale technical maintenance on the servers and databases of the Ministry of Social Policy of Ukraine.

Deadlines for Technical Works and Recommendations

According to the official statement of the defense department, the technological break in digital services will start on October 2, 2026, at 14:30 Kyiv time. Developers and system administrators plan to fully complete routine procedures and restore stable citizen access to the full functionality around October 4, 2026, after 16:00. At the same time, specialized experts strongly recommend users not to log out of their accounts in the mobile application: re-authorization during the technical maintenance period will not help bypass system limitations.

Preservation of Previously Processed Data and Documents

Despite the temporary shutdown of the ability to submit new applications, citizens whose necessary disability information or already approved legal deferral are successfully displayed in their electronic military registration document have nothing to worry about. All previously verified data is securely recorded in the digital system and will fully retain its current status. The department has promised to notify additionally about the complete completion of routine procedures and the restoration of standard service operations.

General Context of Granting Deferrals in 2026

We remind you that current Ukrainian legislation in 2026 guarantees the right to mobilization deferral for clearly defined categories of the population. This list includes parents of many children, full-time students, doctoral candidates, specialists reserved at critical enterprises, and persons with disabilities. Citizens can apply for the relevant status either electronically through the specialized "Reserve+" application or traditionally through Administrative Services Centers (TsNAP) by providing a comprehensive package of supporting documents.
