The Cabinet of Ministers of Ukraine has approved a new procedure for maintaining the Unified State Registry of Conscripts, Military Personnel, and Reservists, known as 'Oberyg'. The document, reported by RBC-Ukraine citing the Ministry of Defense, establishes clear algorithms for handling data: from initial entry to verification and error correction.

Deadlines and Mechanisms for Data Updates

According to the approved rules, information about an individual must be entered into the registry within five working days of receipt. Data updates can occur in two ways: automatically, through data exchange between state systems, or manually by authorized personnel.

The Ministry of Defense emphasized that any information provided personally by military personnel is subject to mandatory verification and cross-referencing with existing registry data. This helps minimize the risks of errors and duplicate records.

How to Correct an Error in the Registry

In the event of inaccurate information, a correction procedure is provided. It can be initiated either automatically or upon a citizen's personal request. The action algorithm depends on the source of the error:

  • If data was entered erroneously, an application must be submitted to the body maintaining the registry at the place of military registration.
  • If incorrect data came from another agency, the request should be addressed to that specific body.
  • If the error arose due to incorrect data from another state information system, the correction will occur automatically once clarified information is received from the relevant authority.

Access to Information and New App Features

Every person liable for military service has the right to receive information about themselves in the 'Oberyg' registry free of charge. This can be done via one of three provided methods. Additionally, the 'Rezerv+' app has expanded its functionality: users can now submit applications for vacancies in the Armed Forces of Ukraine.

New contracts available through the app guarantee the right to defer mobilization upon their completion. Simultaneously, the rules for obtaining deferrals have been changed: military personnel with an active deferral can easily renew it if another legal ground for deferral arises.
