This statement was made during his speech at the annual meeting of the Valdai Discussion Club, where the country's leader gave a direct refusal to the possibility of concluding such a truce.

During his speech, the Russian leader touched upon a wide range of geopolitical issues, paying special attention to the ongoing armed confrontation. Answering a question about the prospects of a temporary or partial ceasefire, he ruled out the likelihood of such agreements. Accusations Against the West and Shifting Responsibility

Furthermore, in his speech, Putin blamed Western states for the escalation of international conflicts.
