On Monday, October 26, 2026, the Ukrainian mobile application "Rezerv+" resumed processing mobilization deferrals for all eligible categories. Access to the key digital services was fully restored following the successful completion of scheduled technical maintenance in the databases and systems of the Ministry of Justice of Ukraine.
Completion of Technical Maintenance in Ministry Databases
According to the Ministry of Defense of Ukraine, temporary restrictions on processing certain types of deferrals had been in place since October 23. The temporary suspension was necessary to carry out scheduled routine and technical maintenance within the information systems of the Ministry of Justice, which are integrated with the "Rezerv+" application. Officials emphasized that such preventive measures are essential to ensure the stable and secure operation of digital services for liable citizens.
By Monday morning, October 26, specialized technicians had completed all required maintenance procedures. The Ministry of Defense officially confirmed that all electronic services and functions within the application are now operating normally and without any restrictions for users.
Which Deferral Categories Are Available Online Again
With the restoration of system functionality, "Rezerv+" users can submit documents and apply for draft exemptions in just a few clicks based on the most in-demand grounds. This primarily applies to citizens raising minor children, providing permanent care for close relatives in need, as well as family members of defenders of Ukraine.
The defense agency reminded users that previously issued and valid documents retain their full legal force, and re-logging into the application was not required to restore access. Electronic military registration documents automatically retrieve updated information from the revised state databases following the completion of technical works.
Broad Opportunities for Digital Registration
Beyond individual deferral processing, Ukraine continues its large-scale digitalization of military registration processes. Previously, the Cabinet of Ministers and relevant agencies introduced automatic deferral extensions for several categories of citizens, significantly reducing the workload on territorial recruitment and social support centers.
The government is also actively improving mechanisms for changing the grounds for obtaining a deferral through Administrative Services Centers and electronic channels. Citizens can promptly submit new packages of documents, while previously granted deferrals remain valid until an official decision is made by the relevant commission of the territorial recruitment center.
Significance of Restoring the Service
The rapid restoration of "Rezerv+" functionality demonstrated the high level of readiness of the Ministry of Defense's digital infrastructure to promptly resolve technical downtimes. The uninterrupted operation of the application is critically important for ensuring transparency in citizens' interactions with state institutions and reducing bureaucratic barriers.
Experts note that the continued development of digital military registration tools allows millions of liable Ukrainians to effectively manage their data in real-time. The stable operation of such platforms strengthens trust in electronic public services and minimizes the need for personal visits to government offices.
