US Secretary of State Marco Rubio stated that President Donald Trump is distressed to witness the deaths of civilians resulting from ballistic missile strikes on residential buildings in Kyiv. This was reported by RBC-Ukraine, referencing Rubio's statement as cited by the Clash Report publication.
"This Causes Great Frustration"
"The President does not like seeing a ballistic missile hit an apartment building in Kyiv and innocent civilians die as a result. He doesn't like that either. And that is precisely why it is so difficult to bring about a resolution to this situation — it causes great frustration," RBC-Ukraine quotes Rubio as saying. According to him, Trump dislikes seeing civilian casualties caused by ballistic strikes on the Ukrainian capital.
Context: The Warning Issue
The statement came against the backdrop of the United States not always notifying Ukraine in advance about the threat of missile strikes. Previously, Rubio explained the reason why Kyiv did not receive a warning about the ballistic missiles as a software issue in the early warning system. At the same time, according to him, intelligence sharing between the parties has not been suspended.
Kyiv's Position
Meanwhile, Ukrainian President Volodymyr Zelenskyy stated that partners once again failed to warn about the nighttime attack on Kyiv and the Kyiv region. According to him, Russia launched 16 ballistic missiles and damaged over ten energy facilities overnight. Thus, the issue of timely informing Kyiv about the threat remains one of the sensitive points in the interaction between the sides.
What This Means
Rubio's words establish that Washington publicly acknowledges human casualties from strikes on Kyiv's residential areas as a factor influencing the position of the American leadership. At the same time, the discrepancy in assessments — on one hand, a "software problem" in the warning system, and on the other, Zelenskyy's statement regarding the lack of a warning — indicates that the data-sharing mechanism continues to raise questions for both sides.
