Amidst ongoing air raids in Ukraine, the safety of citizens remains a top priority. However, for many pet owners, there has long been a dilemma: save oneself or leave a beloved pet alone at home. The situation changed in 2024 when legislation was adjusted to account for the needs of people and their animals.

The right to have a pet in a shelter

According to information provided by the State Service of Food Safety and Consumer Protection, Ukrainians officially have the right to be in civil defense shelters together with their pets. This decision was formalized by the Ministry of Internal Affairs of Ukraine in January 2024 by amending the requirements for the operation of protective structures.

Previously, the ban on being with animals in shelters often caused people to refuse to go down to bomb shelters, fearing for the lives of their pets. Now, owners can leave animals unattended, ensuring their protection from explosions and shock waves.

Owner responsibility

New rules provide rights but also place increased responsibility on animal owners. The owner must ensure the safe stay of their pet in the shelter and not create threats to others. Under stress caused by sirens, loud noises, and crowds of people, even the most obedient animals may behave unpredictably.

The department特别提醒ed that vulnerable groups of the population are often present in shelters: children, the elderly, persons with disabilities, as well as citizens suffering from allergies or phobias of animals. Compliance with the regulations is necessary for the comfort of everyone in the room.

Strict requirements for dangerous breeds

Particular attention is paid to dogs belonging to the List of Dangerous Breeds approved by the Cabinet of Ministers of Ukraine. Strict restrictions apply to such animals:

  • In public places and shelters, they must be on a short leash only.
  • The use of a muzzle is mandatory.

These measures are designed to prevent possible incidents, as a stressful situation may provoke aggression in animals. Observance of these simple rules helps maintain safety and calm for all citizens in protective structures.
