A large-scale corruption scheme involving the embezzlement of budget funds allocated for the restoration of road infrastructure has been exposed in the Khmelnytskyi region. Officers of the Security Service of Ukraine (SBU) detained the Deputy Head of the Regional Military Administration (RMA), who systematically accepted bribes from contractors.
Mechanism of budget fund embezzlement
The investigation established that the official demanded a "kickback" of 5% of the total contract value for the repair of inter-regional highways from a road construction company. In exchange for this percentage, the official guaranteed the unimpeded signing of the agreement and the allocation of necessary funds from the state budget.
To implement this illegal deal, the Deputy Head of the RMA involved the head of the relevant regional state institution. Special services officers documented the fact of extortion of a bribe amounting to 1.1 million hryvnias. The transfer of money took place in installments during June of the current year.
Details of the detention and the identity of the suspect
Although official representatives of law enforcement agencies have not yet named the detainee, media sources report that the person in question is Vladyslav Falyusha. Photos from the scene of the detention, published in open sources, show the suspect being interrogated in an office.
Criminal prosecution and possible consequences
Participants in the corruption scheme have already been notified of suspicion under several articles of the Criminal Code of Ukraine. Currently, the issue of selecting a preventive measure for the detainees is being resolved. If guilt is proven, the perpetrators face up to 10 years in prison with confiscation of property.
The investigation is ongoing. Investigators are checking the involvement of one of the heads of the local law enforcement agency, as well as other officials of local self-government bodies. This indicates that the network of corrupt ties may be significantly wider than initially assumed.
Context of the fight against corruption in the region
This event fits into the general picture of the intensification of the fight against corruption in the western regions of Ukraine. Previously, in Lviv, law enforcement officers exposed an Armed Forces of Ukraine (AFU) official who demanded a bribe of $2.2 million from a developer for assistance in obtaining permission to build a residential house on the territory of a military town. These cases indicate that the law enforcement system continues to detect and prevent attempts to illegally enrich itself at the expense of state resources.
