Ukrainian authorities are implementing a new mechanism to respond to prolonged power outages in residential areas. As Minister of Internal Affairs Ihor Klymenko announced on his Telegram channel, regional units of the State Emergency Service (SES) will switch to an updated response algorithm for power-related emergencies starting November 6. This was reported by RBC-Ukraine. The decision was made against the backdrop of consistently cold weather and seasonal increases in energy grid load, where prolonged power outages are becoming one of the main challenges for residents.
New SES Response Algorithm
According to the minister's statement, the key criteria for triggering the new procedure will be a combination of two factors: the number of households in a settlement and the duration of the outage. Mobile assistance points will be deployed immediately in districts home to over 30,000 families where electricity has been unavailable for more than 24 hours. Thus, the agency establishes a clear threshold that triggers the deployment of mobile structures, rather than mere monitoring of the situation. According to Klymenko, regional SES units will begin operating under this new algorithm starting November 6.
What Residents Will Receive at Assistance Points
At mobile points, the population will be able to address two basic needs during power and heat outages: charging personal electronic devices and getting warm. This is especially important for vulnerable categories of citizens—the elderly, families with children, and those without their own backup heating or autonomous power sources. Klymenko also emphasized that help can be obtained not only at mobile points but also at any territorial SES or police unit, which increases the accessibility of support throughout the country.
Police to Ensure Constant Presence at Points
To ensure citizen safety, the minister has instructed the leadership of the National Police of Ukraine to organize a constant presence of crews near deployed mobile assistance points. This measure is aimed at preventing possible incidents in crowded areas, especially in the evening and nighttime, when power outages most often coincide with the coldest hours of the day. Coordination between the SES and the police is intended to ensure both deployment logistics and order in assistance zones.
Context: Utility Readiness and Initial Adjustments
The introduction of the new algorithm comes amid general preparations of Ukraine's utility sector for the winter season, which, according to data previously reported by RBC-Ukraine, is 98.6% ready for winter. In Kyiv, in turn, construction has begun on six reserve boiler houses for emergencies, which should reduce the risks of large-scale heating supply interruptions. At the same time, the new measures are adaptive: in the Korostyshiv community of the Zhytomyr region, authorities have already decided to temporarily suspend the operation of "Points of Invincibility" due to an improvement in the electricity supply situation. This indicates that the support system will be flexibly adjusted based on the actual situation in each region.
