This initiative aims to reduce tensions and minimize risks for the civilian population and the national economy amid the protracted conflict.
The Essence of the Initiative and Reciprocity of Strikes
As Ukrainian Energy Minister Denys Shmyhal stated on the national telethon, the discussion concerns a mutual cessation of strikes on energy facilities. According to the minister, the Ukrainian side is ready to halt deep strikes on the Russian oil refining industry and energy grid in exchange for mirror actions from Moscow. He emphasized that this measure is viewed not as a unilateral concession, but as a pragmatic step.
This concept was previously discussed during the bilateral meeting between the presidents of Ukraine and the United States. In addition, detailed parameters of the approach were worked out during working contacts with US Energy Minister Chris Wright. Kyiv demonstrates readiness for dialogue, though the key question remains Russia's readiness for a full ceasefire.
Connection with Black Sea Security
An important element of the comprehensive truce, according to the Ukrainian side, should be the extension of security to the Black Sea. Such a step directly addresses issues of global and regional food security, while also allowing the full unblocking of the grain corridor for exporters.
The implementation of the maritime component of the agreement will significantly ease the economic situation for domestic farmers and stabilize supply chains. Despite discussing peace initiatives, the country's leadership maintains a pragmatic approach, not relying solely on agreements, and continues large-scale preparations for any winter scenarios.
