Ukrainians have been given the opportunity to apply for a housing subsidy through a simplified procedure that relieves the applicant of the main burden of gathering documents. In this case, the person does not need to collect certificates of income and the household's property status on their own: the required information is requested directly by the Pension Fund of Ukraine (PFU) from state registers. This significantly reduces the time and effort previously spent on visits to various government bodies.
The essence of the simplified procedure
The main feature of the new procedure is that the applicant submits a simplified application, while all the information needed to grant the subsidy is obtained by the PFU itself from state information resources. Thus, the decision on the amount and granting of the payment is based on up-to-date data from official registers, rather than on documents provided manually by the citizen. This reduces the risk of errors and discrepancies in the figures declared.
Step-by-step online submission
To apply for the subsidy electronically, you need to use the web portal of electronic services of the Pension Fund of Ukraine. First, the user logs in to their personal account using a qualified electronic signature. Then the simplified application is filled out, additional files are attached if necessary, after which the application is sent to the PFU for review. The specific list of fields and actions within the form is determined by the portal's interface, so when filling it out, you should follow the system's prompts.
When additional documents will be required
In certain situations, supporting materials must be attached to the simplified application, which can be uploaded directly during online submission. A typical example is when a person actually resides at a place different from their registered address: in such a case, a document confirming the corresponding circumstances may be required. This is an exception to the rule that 'the fund will collect all the data itself,' and it is important to keep in mind so that the application is not sent back for revision.
How to check the status of your application
After submitting the application, its status can be tracked in the personal account on the PFU web portal. To do this, open the 'My Appeals' section and go to the 'Appeal Status' item, where information on the decision made regarding the granting of the housing subsidy is posted. This mechanism allows you to see at what stage your application is at without calling the fund or waiting for a call.
Submission deadlines and granting of payments
It is important to keep the submission deadlines in mind. If the application for the subsidy is submitted within two months from the start of the non-heating or heating season, the payment may be granted from the start of the corresponding season, but no earlier than the day the right to it arose. In all other cases, the subsidy is granted from the month of application. This means that with the onset of the heating season, it is advisable to submit the application as early as possible so as not to lose the right to retroactive granting.
Alternative submission channels
The simplified application can be submitted not only through the Pension Fund's web portal. The PFU notes that an application for the subsidy in electronic form can be made through the Fund's mobile app or the 'Diia' portal, while in paper form — through a PFU service center, authorized officials of local self-government bodies, or by mail. Thus, the choice of channel depends on the user's habits and technical accessibility, but the logic of the simplified procedure is preserved in all cases.
