On Thursday, July 30, Volodymyr Zelenskyy signed a decree appointing Alexey Sobolev as Deputy Head of the Office of the President of Ukraine. The new appointment concerns Kyrylo Budanov, who is the current head of the OP. Sobolev will focus on the economic direction of the office's work.

Coordination with the government and local authorities

According to the President's statement, Sobolev will work in close coordination with Prime Minister Serhiy Kretskyy, Minister of Economy Oleksandr Kравченко and other members of the government. His area of responsibility will also include interaction with regional and local authorities.

Country recovery plan

Special attention in the new position will be paid to working with international partners. Zelenskyy noted that he had agreed with Sobolev on coordinating efforts to develop and fill with real content the plan for the restoration of Ukraine after the end of the war.

The Head of State emphasized that by the time the hostilities end, the country must be fully ready to transition to normal civilian economic life. At the same time, it is necessary to maintain the power of defense production and create incentives for the realization of the entrepreneurial potential of Ukrainians.

In the conditions of the ongoing war, the priority remains the support of economic activity. The main tasks set before the new Deputy Head of the OP include:

  • Support for entrepreneurs and business in general;
  • Preservation of existing jobs;
  • Creation of new jobs to ensure professional prospects for citizens.

Alexey Sobolev's professional path

Alexey Sobolev has significant experience in the field of economics and management. Previously, he held the position of Minister of Economy, Environment and Agriculture from July 17, 2025 to July 17, 2026.

Since July 2024, he has worked as the First Deputy Minister of Economy of Ukraine. Even earlier, in January 2023, Sobolev was appointed Deputy Minister of Economy for digital development, digital transformations and digitization.

Other personnel changes

On the eve of this appointment, the Cabinet of Ministers of Ukraine also made personnel changes in the defense block. Serhiy Boyev was appointed Deputy Minister of Defense acting. In his new position, he will be responsible for the development of international cooperation. Previously, Boyev already held the post of Deputy Minister of Defense during the period when the ministry was headed by Mykhailo Fedorov.
