The Pension Fund of Ukraine (PFU) has clarified key aspects of applying for assistance for people with disabilities, emphasizing that disability status itself is not an automatic ground for receiving a subsidy, nor does it deprive one of the right to it. The main criterion is the financial situation of the household.
How subsidies for people with disabilities are calculated
According to PFU clarifications, housing subsidies are granted on general grounds. When calculating, the income of all household members is taken into account. It is important to understand that payments related to disability — whether it is a disability pension, state social assistance, or care payments — are included in the total family income. This means that receiving such payments does not deprive a person of the right to a subsidy, but may affect its final amount. If the total family income exceeds established norms, the subsidy may be granted in a smaller amount or not granted at all.
The subsidy is calculated individually. The formula includes the number of residents, the list of utility services, their cost, and family income. In fact, the state covers the difference between the cost of services within social norms and the amount the family is obliged to pay independently (usually 15% of the total income).
