However, in practice, the difference between these mechanisms is fundamental. What is the key difference between a subsidy and a benefit?
A housing subsidy is a tool for targeted financial assistance. It is intended for households that objectively cannot pay the full cost of utility services on their own due to low income levels. This is not a privilege, but social protection for those who have found themselves in a difficult financial situation.
The main criterion for assigning a subsidy is the material and property status of the family. The following are taken into account during calculation:
- Total income of all household members;
- Family composition;
- Property circumstances.
The logic here is simple: the lower the family's income, the larger the share of utility expenses the state takes on. This helps maintain a minimum standard of living in conditions of high tariffs.
A benefit is a fundamentally different mechanism. It is an advantage enshrined in law for certain categories of citizens. A benefit is provided not because a person has little money, but because they belong to a socially protected group (for example, veterans, people with disabilities, large families, and others).

Can you receive support twice?
