The State Bureau of Investigation (SBI) has notified a sergeant of the Territorial Recruitment and Social Support Center (TCC) in the Chernihiv region of suspicion of causing bodily harm to a civilian man during a forcible detention. This is reported by RBC-Ukraine, citing the SBI. According to the agency, the incident took place on June 18, 2026, in the city of Pryluky, where TCC representatives, together with a police officer, were carrying out notification activities.

Circumstances of the detention in Pryluky

According to the investigation's version, during a document check the law enforcement officer established that the stopped man was not wanted, complied with military registration rules, and was not subject to mobilization, and immediately informed the servicemen of this. Despite this, the TCC sergeant, together with a colleague, according to the SBI, decided to force the man into the official vehicle: they twisted the victim's hands behind his back and began dragging him by force toward the vehicle.

Nature of the injuries and legal qualification

As a result of the use of force, the man sustained a closed comminuted fracture of the humerus with displacement and damage to the radial nerve. According to the medical expert's conclusions, these bodily injuries are classified as of moderate severity. The sergeant has been notified of suspicion of abuse of authority in the conditions of martial law — under Part 5 of Article 426-1 of the Criminal Code of Ukraine, the penalty for which provides for imprisonment of up to 12 years.

SBI's position and procedural supervision

The SBI emphasized that such actions not only cause direct harm to the victims but also undermine the authority of the Armed Forces of Ukraine, fostering a negative attitude in society toward the work of the TCC in the conditions of martial law. Procedural supervision of the case is carried out by the Chernihiv specialized prosecutor's office in the field of defense of the Central region.

Contradictory data

In the SBI's official statements (including the RBC-Ukraine publication), the age and occupation of the victim are not specified — the only wording used is "civilian man." At the same time, the publication "Korrespondent" describes the victim as a 60-year-old fisherman. There are no discrepancies in the key facts (date, location, nature of the injuries, legal qualification) between the sources; the difference concerns only the level of detail about the victim's identity, which has not been confirmed by the investigation at the time of publication.

Context: not the first incident involving the TCC

As noted by the SBI, this is not the first such case. Thus, on September 4, 2026, in the Odesa region, the driver of a district TCC, during notification activities, ran over a two-year-old boy; after the ambulance arrived, the child was hospitalized, and law enforcement opened a criminal case on the facts of the accident. In addition, on March 25, 2026, in the regional center of the Odesa region, a woman was run over by a TCC minibus, as a result of which an internal investigation was appointed. The totality of such episodes, according to the investigation's assessment, indicates systemic problems with compliance with the law during the conduct of notification activities.
