Ukraine is introducing a 24/7 operating mode for regional military administrations (RMAs) and forming special working groups to decentralize warehouse capacity and the storage of enterprise products. Logistics Groups and the “Dialogue of Government and Business” Platform
Jointly with the Ministry of Development of Communities and Territories of Ukraine and the regional military administrations, specialized groups to address logistics issues have already been formed. Weekly, on the “Dialogue of Government and Business” platform, online consultations with business representatives will be held under the leadership of the heads of the RMAs. If necessary, the number of meetings will be increased, and the routing of requests between regions will allow flexible redistribution of cargo flows and warehouse capacity depending on the operational situation.

The announced measures fit within a broader package of state initiatives for September 2026 aimed at supporting entrepreneurs and protecting the economy. In particular, the government approved extensive simplifications of operating conditions for individual entrepreneurs (sole proprietors), which provide for a reduction in the number of reporting periods per year and a minimization of inspection activities. Meanwhile, against the backdrop of ongoing Russian attacks on food warehouses, Ukrainians are advised to build up minimal stockpiles of goods. Officials assure, however, that there is no critical shortage of food in the country and that a one-week food reserve will be entirely sufficient to meet the basic needs of the population.
