From January 26, 2026, significant changes to legislation regarding social support for donors have come into force in Ukraine. Certain provisions of Law No. 931 have lost their validity, directly affecting the rights of citizens planning to receive the title of "Honorary Donor of Ukraine" in the future. Now, this status no longer guarantees a monthly pension supplement.
Who will no longer receive the supplement
The essence of the new regulations lies in establishing a clear cutoff date for rights. Citizens who receive the title of "Honorary Donor of Ukraine" after January 26, 2026, lose the right to a monthly pension supplement of 10% of the subsistence minimum. Previously, this amount was 321 hryvnias.
However, legislators have provided a mechanism to protect the rights of those who have already earned this status. For citizens who received the title on or before January 25, 2026, the situation remains unchanged. They continue to receive the pension supplement in full accordance with the rules in effect prior to the amendments.
Requirements for the title
Recall that the title of "Honorary Donor of Ukraine" is a recognition of citizens' merits before the state for regular voluntary blood donation. To qualify for this status, one must donate whole blood at least 40 times or blood plasma at least 60 times.
List of abolished benefits
The loss of the pension supplement is not the only consequence of the changes in the law. From January 26, 2026, a number of other important guarantees previously provided to honorary donors are being abolished:
- The mandatory additional day off after blood donation is abolished.
- The monetary supplement to the scholarship for student donors is removed.
- The supplement to the monetary allowance for military personnel donating blood is abolished.
- The allowance for temporary disability in the amount of the average salary for two donations within a year is no longer paid.
What remains in force
Despite the reduction in the list of privileges, the state maintains basic guarantees for those who help other people. Donors still have the right to:
- A day off on the day of blood donation, which can be added to the annual vacation.
- Free medical examination before the donation procedure.
- Free meals or monetary compensation after donating blood.
These changes come into force under conditions where the issue of pension provision remains one of the most acute in society. Previously, there were reports of plans by the Pension Fund of Ukraine to recalculate payments and a possible increase in the retirement age, which forces citizens to closely monitor any changes in social guarantees.
