Ukraine's Ministry of Defense has begun developing predictable and clear operating rules for domestic arms manufacturers. This was announced by Ukrainian Defense Minister Hennii Humennyi at a meeting with representatives of Ukrainian defense enterprises and industry associations, RBC-Ukraine reports, citing the ministry. The head of the defense department thanked defense industry representatives for their contribution to maintaining the country's defense capabilities and emphasized that maintaining direct dialogue with the defense industry is critically important for the Ministry of Defense.
Strategy for Developing the Domestic Defense Industry
"Our task is to jointly create the conditions for the development of a strong Ukrainian defense industry capable of scaling production and delivering what the front line needs," Humennyi stated. According to him, the ministry is working to make the rules of interaction with weapons manufacturers more transparent and predictable, which should stimulate the growth in the production of military equipment and weapons amid the ongoing war.
Export as a Tool for Industry Development
Particular attention at the meeting was given to the topic of possible export of Ukrainian defense solutions. The Ministry of Defense emphasized that the primary and constant priority remains the full satisfaction of the front line's needs. At the same time, export is being considered as a tool for developing the domestic defense industry and attracting additional resources for Ukraine's defense. Thus, the ministry intends to strike a balance between domestic needs and foreign sales markets.
Tax and Customs Incentives for Defense
It is worth recalling that the Verkhovna Rada recently expanded tax and customs incentives for the needs of the security and defense forces. Parliament abolished duties and VAT on the import of certain types of equipment, machinery, and components to facilitate the supply of units with the necessary means. These measures are intended to accelerate the delivery of critically important equipment to the front line and reduce the financial burden on defense procurement.
Challenges in Procurement Quality
At the same time, serious challenges regarding procurement quality persist in the industry. The National Association of Ukraine's Defense Industry (NAUDI) warned of the risk of procuring defective FPV drones worth tens of billions of hryvnias. According to the association, a focus on the cheapest bids risks delivering low-quality fiber-optic drones to the front line, which threatens the effectiveness of air cover and strike operations.
Regional Context: The Trend Toward Defense Product Export
Ukraine's consideration of exporting defense solutions fits into a broader regional trend. For instance, Turkey has significantly increased its export of defense products to NATO countries in recent years, while Finland's annual arms export has tripled, exceeding 700 million euros and reaching record levels. These examples demonstrate that the export component is becoming a key factor in the sustainable development of the defense-industrial complex in Europe.
