Ukraine's new financial request for additional funds has met with a cool reception and a lack of immediate approval from European capitals and Brussels. According to the French publication Le Monde, the current political and economic environment within the European Union makes making such decisions an extremely difficult task for the leaders of the member states.

Meeting at the European Commission and Needs Assessment

On September 29, a closed working meeting was held at the European Commission headquarters, attended by key representatives of the Group of Seven (G7) countries, Norway, South Korea, and the International Monetary Fund (IMF). The main purpose of the event was to assess the real financial needs of Ukraine, which has once again requested additional support against the backdrop of previously approved large-scale aid packages. One European diplomat metaphorically characterized the situation, noting in a conversation with the press: "It feels like we are watering a desert."

Budget Disputes and Political Calendar

The situation is complicated by the fact that all 27 EU member states are currently engaged in extremely tense negotiations regarding the parameters of the community's next multiannual financial budget. This project includes the allocation of 100 billion euros for Ukraine for the period from 2028 to 2034. However, Germany and a number of its strategic allies insist on a substantial reduction of the overall EU budget by hundreds of billions of euros, which is why additional financial initiatives are sparking fierce disputes.

Impact of Upcoming Elections in Europe

An additional factor of tension is the tight schedule of crucial national elections scheduled for 2027 in leading European countries. The issues of external support for Ukraine remain extremely sensitive in the electoral campaigns of France, Spain, Poland, and Italy. In particular, in France, national poll leader Marine Le Pen has already openly stated her intention to completely curtail financial aid to Kyiv in the event of her victory.

Contradictory Data

There are noticeable discrepancies in the expert community and diplomatic circles regarding the timing and scope of potential compromises. Official Brussels representatives emphasize that a final decision has not yet been made and requires a detailed audit of the requested amounts. At the same time, unofficial sources within European structures point to donor fatigue and a serious risk of budget paralysis, while the Ukrainian side insists on the critical need for uninterrupted financing to maintain macroeconomic stability.

Prospects for Further Negotiations

Despite the skepticism of some European officials, dialogue continues on a working basis. As one European diplomat reported, Brussels expects to receive detailed calculations from the Ukrainian side. The next round of official discussions is scheduled for the meeting of EU finance ministers on October 9, as well as the European Council summit to be held in mid-October 2026.
